Hazing, bullying, or just harmless tradition - what do you think?

Here is a recent story from Louisiana.  Do you feel this is hazing, bullying, or just harmless tradition?

I can not believe that the principal feels this is not hazing or bullying! Apparently he does not understand what hazing is. Hazing is any activity expected of someone joining a group that humiliates, degrades or risks emotional and/or physical harm, regardless of the person's willingness to participate. It is against the law!!!
